Is there a delay for "Disable Server SuiteScript and Workflow Triggers"?

Hi,

I have been using Web Services to do a lot of Case/Message record manipulation, but just realized I'd like to disable the new User Event scripts I've added when doing these Web Services operations.

I checked and saved the "Disable Server SuiteScript and Workflow Triggers" setting, and it has been about 5 minutes but I'm still get an nlapiSendEmail() sent to me even though that code is in a User Event script.

Is there a delay for when this takes effect?  Anyone know?
