New CustomField / CustomRecord Is this Webservice Limitation?

Hi,
  I am using WebServices for quiet some time. As, I came across the situations where I need to CREATE a New Custom Field (entity,Item etc).
  Now I know it can be done using UI using Netsuite->Customisation -> Entity Fields -> New and than filling up the details and attach to the Customer / Employee etc..
     Can the same be done using C# Code ??

Well My tries resulted no concrete answer and went to my superiors. They informed me it can't be done using webservices.. I donno and still answer seems unfound.

      Now I want to know from people who has tried and Succeeded or Failed.. Is it really so ?? If No Could U please paste me the code in any language and if Yes could you please be Sure and why ?
