using TLS 1.2

I'm using web services to create invoices, as I have for several years.  The recent conversion to TLS 1.2 by NetSuite obviously is exposing a flaw in my system.  I'm targeting .Net 4.7.2, using C#.  I have tried wsdl 2015_1, 2015_2, 2016_1, and 2017_1 in my web references.  I'm not getting past login.  I've used Fiddler to show that my requests are going out as TLS 1.0.  I've exhausted my knowledge in this area.  Any suggestions to get me to TLS 1.2? ANY suggestions will be appreciated.  At this point we are dead in the water.
