Dashboard Shortcuts disappearing

When I make changes to a dashboard, for some reason, all of the shortcuts I put in disappear.  When I click Set up in the Shortcuts portlet, there are none to choose from.  I then have to go through the entire system, clicking Add to Shortcuts for every area I want to create a shortcut for, then go back to the Dashboard and add them in.

How come this keeps happening?
