Measuring Actual v Budget on items

Surely this is possible.

All I want to do is set up a KPI (either KPI scorecard or Key Performance Indicator) that allows you to show the actual v budget of a particular item for current month and year to date.

I've looked at setting a quota and selecting an item, however this type of quota is not available in the KPI scorecard, as the ONLY quota available to the scorecard is a quota that has no item, cost centre, revenue stream or location assigned to it.

Does anybody currently have a process in place that allows them to see the information I have outlined above??
