Dashboard Update - is changing personal shortcuts

Recently I started creating tabs to show a departmental view.  This basically will act as a departmental dashboard so that people can use their personal dashboards for their own work and use.  The problem I'm running into is when I publish the tab (dashboard) it is updating that roles personal dashboard shortcut list.  It is not removing their shortcuts, but just adding any personal shortcuts I have on my personal dashboard to theirs.  The only thing I have set to "lock" is the tab I want updated.  I also don't have the either check box marked (lock shortcuts - NO
