Is Financial Ratio calculation only available on KPI scorecard of Executive roles?

Is the value displayed in KPI scorecard specific to roles?
I have created some Scorecard Ratio for Current Ratio, Return on Assets and they are all blank and for Sales Vs Quota scorecard, I see "NA" in the value column.

When will it show blank and when will it show NA?
