Administrative Notifications

Hello - is there a way for a system administrator to do their own custom "Administrative Notifications" when a user first logins similar to the NS portlet for "New Releases"?

Example, the systems admin may want to push out a message on first login for the day to remind them of a update or temporary shutdown for maintenance?
