Lock ability to move/add/remove Portlets (Search Views, Search Forms, etc)

Hey Guys,

     I currently have a setup for one of my clients within NetSuite that I hate, but have to deal with it for now. Currently I have a Partner setup within NetSuite, the partner is the company, and the agents are setup as "Contacts". This is to remove their ability to access other client data within NetSuite. However, due to this, they all more or less login to the same dashboard. Meaning that if an agent moves a portlet, it moves for everyone under that role. So far, with Publishing Dashboards, I cannot find a way to remove their ability
