Email Message Attachments - unable to add new attachments

When we send an email off of a Sales Order for example we want to add an attachment to the email from their computer, but in the Attachments tab under the Attach File the only options are List and Open. (we need the Add option too).

What permision in User Roles needs to be assigned in order to add attachments from a users computer to a email?
