Permissions for Opertunities

I have a Prospect with an Oppertunity attached to it.

When our Data enty department goes to the Prospect-->Cash Sale. The Oppertunity doesn't show up in the Oppertunity drop down.
The Role (based on the Accounting Center) for the Data Entry people have Oppertunities set to Full?

As an Administrator I can see it.

What am I missing??
