Coupon / Pricing Discounts & Free Shipping

Hello,

We have an item that normally sells for £39.95

We want to have a coupon code that means:

1. THe customer Gets Free Shipping
2. As well as this they get the product for £37.95 if they buy one
3. If they buy 2-3 they get it for £34.95
4. If they buy 4 or more they get it for £29.95

However I don;t want to offer this price or schedule to everyone, just for customers for this promotion.

Does anyone have any suggestions on the best way to do this?
