Trying to link customer list to sales order weirdly I think

I have a problem I hope can be solved.

I have a customer who buys on behalf of other customers (not a partner per se). I want to put fields in the customer center sales order that will allow me to look up the users ID and search other records to find customers who have this ID in a custom field on the customer record.

Essentially, I'm trying to put a list/record of customer names that will source against this custom field ID (kind of a lookup all customers with my ID and list them).  Then when I select a customer from this list, it will populate some other fields (e.g. phone, email, address).
