How to apply a flat rate discount per item

Hopefully somebody can help me or offer some advice with this little issue.

I'm reasonably new to the marketing tools in Netsuite and I've just been testing an email campaign to offer a discount on certain products once the user inputs the Promotional Code in the checkout.

For this promotion I have used discounts with a flat rate, trouble is that if a customer was to purchase more than one of the items on offer, the promo code only applies to 1 item instead of per item!

How do I set up the promotional codes / discounts to apply a flat rate discount to the quantity within the checkout rather than just the one item?
