Alert does not fire when needed

I have an alert set up that fires when a sales order is generated with a specific item type. However, if a sales order is created from a quote, the alert does not fire. Does any one have an idea how to cause this alert to fire every time? I attempted to include quotes on my alert, and then cause it to fire when a quote is processed, but that doesn't seem to work either.

Ironically, when I run the alert in test by clicking "preview" while setting it up, it includes the processed quotes.

Any suggestions? I'm about at my wits end, because I've tried so many different things.
