Commissions paying on sales orders AND invoices?

Why are our commissions being paid on sales orders AND invoices?  We have it setup to pay on "Billings", but a sales order is not a billing.  Its not a billing until it becomes an invoice.  Am I missing something here?  Thanks for any help!
