Is it Possible for a Sales Rep to view a customer w/o a Sales Rep being assigned?

Is it possible for a Sales Rep to view a customer that does not have a sales rep assigned in the Sales Rep field on the customer file? 
Say that I have a customer that I would like for 3 sales reps in the same area to be able to view and edit.  How can I make this happen but at the same time keep all of the customers that belong to sales reps private?
