Mailmerge permissions

I want to allow an A/R Clerk perform mailmerges - for debt chasing purposes. 

I have add the mailmerge 'permission' or 'list' to their role, but still the user with the A/R Clerk Role cannot see this function.

Any clues as to what I am doing wrong?
