Editing Time Stamp on User Notes

Hi,

Is there a way I can turn of the time stamp editing on the Customer User Notes?

I am having some issues with my sales reps back dating the User Notes in the system.

If not, is there a way I can audit the User Notes to see when the note was actually created as opposed to when it says it was created?
