Offering discount based on total order?

Cross posted on the Transaction forum...

I want to offer a $15 discount on orders of $200 or more on webstore purchases only to a select number of customers. Discount codes and promotional codes apply to order regardless of size.

Can't seem to find anything that will allow me to offer discounts with a simple rule from a quick search. Anyone done this, and would care to share their secret?
