Add new partner error "Partner code XXX already exists"

When we add a new partner we get an error “Partner code 453 already exists. Please select a unique code for each record”.

Partner ID and Code are auto generated and cannot be overridden. I did a search for an existing 453 and one does not exist.

Any ideas?
