Restrict the creation of a Customer until a sale is made

Currently our Sales Reps can create a customer and select the status as "Customer" we want our reps to only add them as a prospect or lead, when a purchaes is made the System turns them into a customer.

We noticed that when we create a lead or prospect, then place an order that lead or prospects automoticly turns into a customer, GREAT!

QUESTION: how to I remove the ability for our Sales Reps to add someone as a customer when no sales order/sale has been placed?
