Cost field not being popluated until PO is cut

I wanted to throw out a question around how to handle something. We have reps that are forecasting items that do not have an assigned cost which throws off the margin forecasting.  Since the cost on our items vary due to special pricing, using a general cost would be off as well.  Any thoughts?
