Publish KNowledge Base permission

At the moment we just want to get our knowledge base published and on the web in its current format.  I can do it so that my role as Administrator works but the Intranet Manager role gets the following message


Permission Violation: You need the 'Publish Knowledge Base' permission to access this page. Please contact your account administrator.



I have looked at the options for permissions under Manage Roles but nothing lines up with the above error.

Can anyone point me in the right direction?
