Custom Sales Quota

We have a different way of structuring our sales quota and I was wondering if anyone had any ideas on how to make this work with Netsuite.

Instead of basing quotas on dollar amounts, we base them on kilowatts sold (we are a renewable energy design and installation firm).  Also, we base bonuses off of a rolling, 4-week reporting period.  So, my questions are:

1. Is there a way to customize the quota system in Netsuite to reflect our kilowatts sold rather than dollar amounts?  (We record the kilowatts sold in the project when it is created).

2. How do I create a saved search that only shows me the projects sold for the last 4 weeks, dropping the previous week off every Monday.  Ie:
