Outbound Calling Campaign?

Has anyone set up an outbound (phone) calling campaign? 

Example:

I have 17,109 records that need to be contacted by phone, individually.

I have 4 outbound callers, waiting to call them.

Ideally, the campaign would feed individual names randomly (or by geographic area) to each caller, until all 17,109 have been called. As soon as a call is completed, the system would automatically offer a new record to the caller(s).

The campain would prevent duplicate calls, by recognizing that a record has either been called or not.

I don't need predicitve dialing, as the callers can dial the phone themselves, but I do need NetSuite to provide them each with a unique list of names to call daily.
