default probability for opportunity

We are just getting started and using lead conversion and SFA and my reps are calling leads, then qualifying them, then if we get a RFQ from them they convert to an opportunity (with company, contact, and opportunity). 

The issue is that the default probability for an opportunity is 0.0 and therefore if the rep neglects to update this field, the opportunity is sent directly to closed-lost, not 'in progress'...

I can't for the life of me find the place to change the default value for opportunity...  I have looked everywhere...  I have read the documentation that says it is under setup--sales--sales preferences... but it is not...
