notification to sales rep of newly re-assigned opportunities

I'd like to send out an automatic notification to a sales rep once an opportunity has been re-assigned to them.  also, I want to attach alink to the record in NS so they can view the opportunity.

I'm assuming I'll do this through a saved search that leverages the system notes on a record update of the sales rep.

Has anyone else done this before?
