Mailout campaign using promo codes to reward customers passing on to friends

Has anyone done a mailout campaign using promo codes where they reward the customer for passing on to friends? We want to include a voucher for both the customer and their friends to use (ie 1 for customer and 1 for friends). Getting customers to pass on these vouchers when there is no true benefit to them will be hard though.

The only workaround I can see for this is to have a unique promo code for each customer and if their friend purchases using this unique code we can track which customer it has been attributed to. Obviously setting up 1000s of promo codes isn't viable though.
