Customer failed logins?

Do customers have the same limited attempts at logging in as employees?

We log customers in via WebServices, and occasionally we'll get the error message asking them to contact "accounts dept to re-enable this account"

However, after trying the wrong password 10-20 times, I couldn't get a test account to lock in the same way.
