Add Leads but not Customers?

I need to be able to allow my sales team to add leads into NetSuite, but deny them from adding customers.  It appears as though those permissions are tied solely to the customer list.  Does anyone know of a way for permissions to be set to allow lead creation but deny customer creation?

I tried doing it with permissions on forms - allowing permission to the lead form but denying permission to the customer form.  But, for some reason, that doesn't work an access is still allowed to the customer form.  I'm not really sure why...
