Item-based promotions with Different Units of Measure

I have items where the base unit of measure is box but we mostly sell them in cases where there is 10 boxes per case.  I'd like to have an item-based promotion that discounts $5 per case.  How can I get this promotion not to apply to boxes?  The way it works now is if a customer buys 2 cases and 3 boxes they will get a discount of $25 but I want it to be $10 instead.
