Promotions Error

I am new to promotions but I went to Lists > Marketing > Promotions > New and it creates a new promotion. When I try to select any form besides the standard promotion code form I get this error:

"You cannot use an Advanced Promotions form after selecting Standard Promotion on the previous page. If you want to create an advanced promotion, go to Lists > Marketing > Promotions > New >, and select an advanced promotion type."

I don't have an option to select advanced promotion type under the drop down, it just says new. Is this a permission or something?
