What's the best promotion to use for free shipping?

Hi,

      Does anyone know the best promotion (item based, order based or standard) to use for a free shipping discount?  So basically we are offering any customer free shipping if they order $50 or more of our scratch and dent items (we created a saved search for this and uploaded to promotion).  Sometimes the promotion works and sometimes it does not....Not sure if we are using the wrong kind of promotion or what....Please help.
