Promo Code and Item weight

Is there a way that in the criteria of a promotion code (and order based promotion code) to use total order weight as a criteria? We are trying to launch a $1 shipping promotion on orders over $50 and under 3kg so I want to stop the Promo Code discounting orders over 3 kg of weight. Any workaround?
