API for Third Parties

Does NetSuite have a public API available?
Does the API allow for the following functions:
a) send all transactional information (unique customer ID / transaction amount / custom fields) to a third party API?
b) allow remote API requests to generate discount codes within the online store (if the store is a NetSuite product)?
