Create Opportunity from Estimate?

Many of our sales reps come from a background where they think of a quote/estimate first, before an opportunity.  We're trying to retrain them to think to create an Opportunity first, which can be easily converted into a quote without duplicate entry, but it's hard to break old habits.  So we have reps resisting using the opportunities because they are perceived as additional work.  So the question is, can you create an opportunity from an estimate/quote?
