Creating a promotion for $X off certain items, Y% off others

Has anyone been able to develop a single promotion which can offer $X off certain items OR Y% off of other items? We want a single coupon to support our ability to tell customers that they can have $X discount on this group of items (a special group) allowing us to bring special attention to this group and have the discount value be greater on this group while offering a generic % off everything else which can be defined in a unique group. The items can easily be identified through a properly configured search, but none of the promotions seem
