One Project/Opportunity > Multiple Quotes to Multiple Customers/Prospects >Only One Quote conv

We have a business of supplying material to customers who bid on and construct physical projects not manged or associated to our business.  What we want to do is create a "project" or "opportunity" that is NOT tied to one customer/prospect.  This project is very basic; Name, potential amount, type, open/closed, awarded/or not (once a quote tied to it is awarded), etc.  Again this project/opportunity is not managed by our company, it is simply a place holder for us to tie quotes to.  Once the project is setup, our sales team can create quotes and associate the quotes to the appropriate outside project (project example - Interstate 40 Section 45).  Multiple customers of ours may be bidding on the same project (make sense now?).  So we may have 10 quotes tied to the same project, but only one of the quotes will be awarded and created into a Sales Order.  The rest of the quotes will be closed.  Obviously, sometimes none of the quotes will be
