Promo code not working on web orders

I created a promotion to give 5% discount on a certain item category when a promo code is entered either in a web order or an in house order.  I had a customer enter a web order but did not remember to use the promo code.  They called and asked if i would make sure they got the discount, which we are glad to do for them.  I edited the sales order on our end and put the correct promo code in the correct field and hit calculate, but nothing happened.

Any thoughts?
