Sales Order Rpt not showing on Sales Person dashboard

We created a Sales Order summary report, with Report Builder, that we're unable to get to show on any Sales Persons' dashboard. 

The Permissions on the report include the Sales Person role.  We tried adding the specific User. 

The permissions on the Sales Person Role have been opened up as widely as possible (Do Not Restrict Record Viewing,  Reports: Sales Order Fulfillment Reports: View, Reports: Sales Order Reports: View, Transaction: Sales Order: Full,  Transaction: Sales Order Approval: Full), but still no luck.

On our system the transaction name of "Sales Order" was customized to "Freight Bill", if that helps.
