Problems with External Customer Form

Has anyone experienced the following problem using the Standard External Customer Form from the standard Partner Center role?  When we create a partner with that role, and log in as that user to enter new customers, the form that loads is missing the "General" section, ie, the Contacts and activities information section.  When I look at the form itself under Setup>Customization>Entry Forms, it looks fine.  Is it just us, or have others seen this?  And, if so, is there a workaround?
