Blank Customers created with online forms

Hello,

We have been receiving blank leads created with some of our online forms.  I am wondering if anyone has experienced this.  I called support and I was informed that the html code looks normal.  The suggestion from support is that the java script could be turned off in the browser the customer is using.  It still baffles me that someone would hit the submit button with the fields all empty.  I am think that the  customer is filling in the fields we have set but it is not capturing the data.
I would appreciate if anyone that has any suggestions on what I should do to avoid these "blank" leads being created.
