Case form will create new companies but not individuals

We have setup an online case form.  It will be used by a mix of people who have accounts and who don't.  I deselect "Create Customers as companies" and it will never create a new customer, it just assigns them as anonymous. 

For a form I have where I want it to be only used by companies and thus have "Create Customers as companies" selected, it works fine and either creates a new company or matches to an existing one as needed.

Why does it work with companies but not individuals?
