Payment Information Form - how to customize

Hi I want to add some text informatio at top (or columns) of the second stage customer store registration, "Payment Information". We use the store to manage free trial accounts, and I need to explain why we ask for Credit Card info although the cost of item = 0, to the buyer.

We have lots of abandons on that page, after initial successful registration of new customer details/address.

Where can I edit this form / page??
