How on earth do I set "Ship Complete" as default?

I have set "set up web site/set up web site/shopping checkout preferences to use two custom forms. Both of these form have "Ship complete" set as default, but every order we receive placed over the web does not have ship complete, so we have to manually edit every order and it is driving me nuts.

Is there a fix for this stupid problem?
