Email template editing inconsistent

We send emails using the email templates daily..

However, lately, the editing capability on the template varies from day to day..
Some days there is a WYSIWYG editor (bold, fonts, etc) available, and other days it is all in html.  For our less technical folks, html only editor is not feasible.

Has anyone else notice this.. I was wondering if there is some wierd reason why that I just don't know about.. or if it is a bug.
