Why are Email Templates and Campaign Templates separate?

I have created a template that I want to send in a campaign - great!
I also want to send this email as a regular template to customers on a one-off basis but the campaign template isn't showing in the drop down from the Email form.

Is it REALLY true that these are separate templates and not shared?  If so, WHY not?
