Grant Mail Merge Permissions?

I know this sounds really easy and I'm sure it is but for one reason or another I am unable to grant other users the permission to use a mail merge. I mean, I am able to give them the permission from the permissions tab but it won't show up for any of the roles I enable the permission with.

It does however, work for the admin role, my role. I can't seem to figure out the right sequence of permissions I need to enable to give other roles access to perform mail merges.

If anyone knows how to do this please fill me in.
