No CSV import Maps saving????

I have been importing into a new NS instance for the last few days.  (the company is splitting into two parts). 

I have been trying to save ANY CSV import, but can't seem to do this- for some reason it will not save one - of any type.  Entities, Items, nada.

We did bring over a couple of saved imports via a bundle, and those are the only ones showing at Setup-import-saved csv imports-

I scoured the online help, but couldn't find anything on this.  My role is administrator.......
